[Missing] add core info file for FBNeo

Looks like the dust has been settled a bit & the FinalBurn Neo repo https://github.com/libretro/FBNeo is up and running. So I guess a new FBNeo core info file will be needed?

I guess something like this could do the trick? But I guess it needs further tweaking for database files.

Version naming

I saw the commit message says the new version is v1.7.9.2 but the git tag is v1.7.9-2. It is better to use the same version name everywhere. Also, dash can cause some trouble for packaging...

Softpatching info

Hi!

Is it normal that softpatching option is not list in core info ?

Add mednafen_saturn_hw_libretro.info

I built mednafen-saturn-libretro with opengl support on Gentoo.
It produced mednafen_saturn_hw_libretro.so which is not in libretro-core-info.

New version tag

@RobLoach hello. Sorry to bothering you. Can you tag please new 1.9.1 release? This need for smooth package update which i maintain.
