The metal weapons lockers should still require Machining - I feel that Smithing (in the context of RimWorld) involves manually beating and shaping metal with a hammer and anvil, whereas the metal locker panels are supposed to be precision manufactured using machinery like CNC sheet metal stamps, press brakes and mills.

My rationale for metallic weapons lockers requiring machining research to unlock is that at the end of the day, this is a frontier RimWorld, where most things are relatively ramshackle.
So I reasoned that most players would build wooden weapons cabinets to fit the frontier theme, while the metal weapons locker would be reserved for those making very high tech industrial or spacer colonies.
But otherwise, both the cabinet and locker are intended to have exactly the same weapons capacity and dimensions. The difference between them is merely workmanship.

Okay, that makes a fair bit of sense.
I would probably lean towards fewer weapon slots available in the "wood"en cabinet, as wood, as pressed metal hinges and slots mean one can really pack the things in, whereas wood with hooks just won't be able to store quite as many.
