Found work around for the problem. There were to many items stored on the same shelf causing it to be over the weight restriction. Making misc. robots think they had to unload the shelf but when they did so the shelfs weight restriction dropped to a point that allowed more items to be stacked on. Causing constant ticking errors because the robots would be unloading the shelf then immediately loading it.
Solved this by having more then one shelf dedicated to this particular item.
