Build test cases for deformation model

Add logging to provide information on components

Need logging to view intermediate results such as values calculated for individual time models and spatial functions.

Combine time functions for the same grid

If more than one component are using the same spatial model then their time functions should be combined so that a) the model is only calculated once, and b) the model uncertainty is calculated correctly.

Note: this is an edge case - probably not a common situdation.

Add option to model.py to apply deformation to coordinates

Note: this will require having an ellipsoid definition which would normally come from the coordinate system definition. To minimize dependencies this will be implemented here by using a default GRS80 ellpsoid and parameters to allow alternative semi-major axis and parameters.

Also need parameters to specify coordinate type (projection/geographic)

More comprehensive model checking

Checking should include warnings such as continuity checking from subgrids to parent grids. Also at the moment most errors cause loading the model to raise an exception, but want to be able to log all the potential errors in the model before failing.
