Jenkinsfile main pipeline required changes

This is for the Azure kernel, please include the below changes:

1. run P0 to P3 - all priorities.
2. exclude rdma/infiniband functional tests - agreed internally with Sasha/Ju.
3. run on specialized nodes the nvme and sriov areas - for Hyper-V.
   [More items to be added, but mostly same as in the upstream pipeline should be carried over]

Add azure capture vhd option to bisect and comparison pipelines

Some bugs (like BVT-NET-ETHTOOL-CHANGE-RINGBUFFER failure on 5.0.rc1) cannot be reproduced without capturing the vhd and creating a totally new vm after kernel install.

As a consequence, although the runtime will be longer, is safer to have an option whether to use a captured vhd on Azure.

Update custom parameters in bisect/developer

These PRs bring breaking changes in the lisav2 interface, thus both developer and bisect need to be updated when the next stable lisav2 version is released.

sync_smb_share: modify to use azcopy

Must switch to azcopy to handle folders sync

extend main_perf.ps1

1. when calling main_perf.ps1 add param for DB table name (dbtable) & switch to parse data (dbparse).
2. add db config file edit case - depending on xml perf type - network (udp/tcp) or storage perf.
3. add execution of lisa-parser with the proper params.

Move azure_templates folder to azure_kernel_validation

Request: add SR-IOV testing to upstream stable kernel pipeline

For the stable upstream kernel we also need to run SR-IOV testing.

Failure to install perf tools on ubuntu upstream kernel

linux-next-hyperv-tools_4.20.0_all.deb cannot be installed on ubuntu 18.04 azure
