Docs: Clarify our LTS strategy

Summary

Kumzy
As litestar will grow, I do not know if you plan in a future to have some kind of LTS version. I know some open source (espacially linux distributions) are dropping or limiting LTS Version to few versions due to lack of maintainers and the amount of work required to have this. Just wanted to have your point of view on that. Django/Sanic has a LTS version but FastAPI does not have one.

While we do support our previous major version until the next major version (1.x is supported until 3.x is released) but we need to further document this.

CI: Save trees, only run toast updater on release event

The update-toast.yml workflow should only run when new litestar releases are cut. Research (and if possible implement) the usage of repository_dispatch or similar event kickoffs for workflows that will let us dynamically do this.
