IDEA: Make imports require a "container" tradegood, available anywhere (?) on the route. So instead of having the production of secondary good require containers directly, have them be "consumed" when importing.
This does not apply to goods that need containers -all the time- such as fluids. But everything that could temporarily be stored without a container only needs them during import (unless it does not even need a container then, such as wood).
