Move pubsub library into its own repository

As requested by Sam.

Add python implementation of resources library

There is currently an implementation in contacts, which could be abstracted out and put in the core.
This currently uses django libraries, so decide whether this should be django specific, or need to be more generic.

Add java implementation of resources library

lucos_root currently implements the resources server in java.
This should be abstracted out and added into lucos_core.

Resolve Common JS dependencies in resources libraries

Currently all dependencies have to be resolved manually, which is less than ideal.
It'd be great if the server-side resource libraries could look at require statements, and include the other necessary modules (like cjsdelivery does).
Needs to work in the following languages:

• Ruby
• Java
• Javascript (nodejs)
• Python (possibly django specific)

Reordering of lists.

Use the drag 'n' drop API to enable the reordering of lists.

Resources library: handle require('hosts') as special case

If the require function is called with an argument "hosts", an object of key/value pairs should be returned: keys being services names, values being the domain of the service in the current environment. This should be the same as is returned from requesting /api/hosts from lucos_services.
