實做vote_for_alliance RPC(不含logic math)

想一些應用實境(story)，可大可小

在想一些應用實境之前，得先：

1. 首先我們要先拿掉omni/testomni這兩個預設的token
   2�. 刪光舊的db，並設定我們的layer的第一個block要從哪個開始。
   總之把以前不論是omni還是測試所創的token刪光。一切重新。
