Revise Dockerfile for Binder to use madminer-jupyter-env as base image

The existing Dockerfile for the tutorial takes an incredibly long time to build mainly due to having to rebuild the Docker container that contains the simulation stack of tools. As this should be fairly static (I assume?) for a given release of madminer it would help speed up builds and prototyping the tutorial considerably if this chunk of the existing Dockerfile

was its own separate Docker image on Docker Hub. Then

could simply be replaced by

FROM scailfin/madminer-simulation:tag-that-corresponds-to-madminer-release as madgraph

This would drop the build time for Binder (or just a fresh build) from more than 40 minutes to probably under 5 minutes.

Maybe @Sinclert already has such a Docker image made somewhere? @cranmer If so, I can open up a PR following PR #6 to further reduce things.
