Provide documentation in README file

We have to add documentation in README file about:

1. How to run the container.
2. List of supported modules.
3. How to override rsyslog configuration.
4. Invoke lognormalizer.
5. Invoke mmdblookup.
6. Add aknowledgements to other repositories.

Fix Travis CI build

Currently the Travis CI build creates the container but it fails to run it. However for a strange reason the whole process succeeds.

Add mmdblookup to image

Add support for MaxMind Geo Lookup mmdblookup module.

In order to achieve this we need to add mmdblookup.so library using a multi stage build. We can use the following command in an inner Dockerfile in order to compiile mmdblookup:

Then we have to copy /usr/local/lib/rsyslog/mmdblookup.so to our creating image.

Update image to Rsyslog version 8.39.0
