Add functionality to generate Babel translations on the fly while building package

Current behavior: Both the .po and the binary .mo file are under source control. This does not make sense.
Desired behavior: Only the .po files should be kunder sourve control. The binary files should be generated while building the PYPI and Debian packages. This way changes to the .po files (e.g. in a pull request) would automatically be included into the deployment package without another roundtrip in a development environment.

Add functionality to limit Docker image deployment to certain branches

Read stdout and stderr continuously from script execution

Current behavior: The method base_ci_tool.execute_generated_script executes a script ans collects the output of stdout and stderr ONLY after the process has finished. In a long running script this will result in the absense of any output to either stdout or stderr. CircleCI will terminate a CI process with no output after a timeout of 10 minutes.
Desired behavior: output the stdout and stderr as it occurs.
