No protocol handler if OneDrive is not yet installed

If the OneDrive Templates script is deployed to the user before OneDrive is setup, then the launch of the ODOPEN:// protocol, will result in windows asking what program to open it with.

A method to detect if OneDrive is running in the current users context, should be implemented.

Had to move some lines around

The parts that set the values in the registry were not set, seems like the script was terminated before it got to that part.
Resolved that by moving that part up to just below where it calls the WaitForOneDrive function.
Also had to add a New-Item line to add the Options key if it was missing.

Also now the odopen url's I exported contained 'userID=' as well. Removed that as well from the variable.

Devices with Multiple KeyProtectors fail in the script

I have a device that has multiple Recovery Passwords. Microsoft has updated their script, but even that isn't great. Need to find a way to better handle devices with possible multiple recovery passwords. If you upload the wrong one to azure it doesn't do anything
