I'm closing this because I realized the solution is simple.

from maggma.core import Store

def dict_to_store(d: dict) -> Store:
    """
    Convert a dictionary to a Store object

    Parameters

        Dictionary representation of a Maggma Store, obtained from an .as_dict() method

    Returns
    -------
    Store
        Maggma Store object
    """
    return getattr(importlib.import_module(d["@module"]), d["@class"]).from_dict(d)
