Add new check for last block time

Add an additional check for comparing the generation time of the highest block to the current time, alerting when this exceeds the given thresholds.

This will mean a user can be alerted when bitcoind is 'stuck', and the remote data source is also 'stuck' (e.g. after blockchain forks).

getInfo deprecation

In v0.16, the 'getInfo' RPC command will be removed - bitcoin/bitcoin#11054

This script will need to use the separated commands 'getblockchaininfo', 'getnetworkinfo', and 'getwalletinfo' as necessary.

Suppress certain warning messages

There are certain messages within the warnings check type that users may not want a CRITICAL alert being generated for. For example:

• "This is a pre-release test build"
• "Unknown block versions being mined"

Add an additional (repeatable) option which takes a string argument. If the message generated by warnings matches this string, then don't set the alert level to CRITICAL.
