Guests are receiving alerts

This plugin exposes a a bug in the JFS Alert system.

When this plugin is installed, guests (users who have not logged in) receive notifications of alerts.
This is because the JFS system incorrectly assigns alerts that it can't match to a user inside the database to users who have not been authenticated inside the application.

There will be a patch released on a separate branch from the master, as this is not a bug within the plugin, but a workaround for an existing bug.

However, due to the back-end performance boost provided by the workaround, this will be default branch until the JFS Alerts module is corrected.
