Implement privacy provider

Currently there's only a fake null provider, this needs to be replaced by a real one.

tenant_config.php does not reflect allowed state

If a tenant is now allowed, the tenant_config.php does not reflect that it is not allowed. It must not show anything but an error message that this tenant is not allowed and thus cannot be configured.

Does not work with Moodle < 4.4 (?)

Hi,

we are experimenting with your great AI Toolset and are trying to install it on 2 of our Moodle test systems.
In our Moodle 4.4 system it works right out of the box, also configuring a self hosted Ollama instance is like a breeze.
But now I tried installing it on our 4.3 Moodle box, here the installation fails with the following error:

So my question now is, will it work with Moodle 4.3 anytime soon or do I need Moodle 4.4?
I used the "main" branch.

Wrong rights config link

The link to the rights config page is directing to the statistics page which is wrong, it needs to point to rights_config.php.

Warning link as admin setting

The hard coded link in templates/ai_info_warning.mustache should be converted into an admin setting.

Remove purpose assignments when instance is deleted

In the delete instance function we need to delete all purpose assignments as well:
