Set up Github Actions with a Dockerfile for sanity checks

I have a WIP Dockerfile but nothing ready to go yet. I'd like to download and install the most popular GDB's and LLDB's and run through them.

These would likely be:

• arm-none-eabi-gdb-py from https://developer.arm.com/tools-and-software/open-source-software/developer-tools/gnu-toolchain/gnu-rm/downloads
• apt-get gdb
• apt-get lldb

Will need to also ensure that Python 2.7 and Python 3 both work.

Consider adding homepage, repository entries to pyproject.toml

This will populate helpful links on pypi.org for people to locate the project source; it also is put into the MANIFEST file in the whl, so users can pip show gdbundle to see the source repo!

Consider adding a tox.ini file?

There are a large number of python versions specified in the classifiers:

For sanity it might be nice to have a tox.ini to run through them all 😀

It can be challenging to support multiple python versions on the host; my go-to method is pyenv for these situations, enclosed in a Dockerfile for CI immunity. That gives you access to a LOT of python versions for cheap.
