Ansible: Verify user management

There is a playbook for adding local accounts. Verify that all users that require local access are part of the list, and that those users get distributed to LW and BM clusters.

Local user accounts are not required for the hz cluster.

Ansible: Move vault ID from Keybase into credential repo

The Ansible Vault password is maintained in a file in Keybase, not sure on the status of this product any more, as such move the Ansible Vault password out of Keybase and into the credential repo. Update documentation appropriately.

Ansible: Add playbook specifically for adding ssh keys

The HZ cluster uses an immutable OS as the host for k8s, as such there is only 1 user account (core), and any users that should require local access (this should be very limited) should have their ssh public keys added to this user via Ansible.

No other Ansible management should occur with this cluster.
