Add support to the serial port protocol

The serial port protocol (SPP) is the protocol used in serial ports (ex.: transmit packets from a computer to a radio). As originally defined:

The payload is kept unmodified, and information such as signal strength is added to the packet. Other types of data, such as radio commands, can be sent over this protocol.

Add support to the extensions

The NGHam extensions divides the payload field into "sub-packets". As originally defined:

If the NGHam extension flag is set, the Payload contains NGHam extension data. Each NGHam extensions packet has a separate header, describing the type and size of the following data, and the payload can contain multiple extension packets, each containing information such as position, callsign, timing information, statistics, destination, repeating information, etc.
