Alert email includes the following Monday

Should just be Mon-Sun. Maybe it's just ordered wrong? Maybe something else is going on.

Use e2e/capybara to test common flows like:

• Searching for a spot or buoy
• Creating an alert
• Editing an alert
• Changing sources and fields

Convert surfline subregion alerts to spot alerts

Spot alerts make much more sense for swell, wind and tide. Pretty much all alert sources.

We'll need to add new columns, backfill them using the surfline API (using the subregion's default spot; e.g. Rincon for Santa Barbara), update how alert conditions are resolved and drop the old columns.

Add configuration options for multiple providers

Add the ability to chose between provider for an alert.

For instance, all current sources are within the surfline provider.

If we wanted to add NOAA buoys, we could add a new provider configuration (NOAA) with sources (swell).

We could make the alert#subregion_id be more generic like id/identifier. And the currently surfline provider would be "Surfline Spot" since each alert's provider and id is related to a spot (currently subregion) and its id.

Probably would want to do this after #22

Delete conditions

I want to be able to delete persisted and non-persisted conditions for an alert.
