Dynamically generate set-definition

The third step of the 00-scaffoldSubscritpion.sh during which it creates a Policy Set should be automated based on inputs form the config.json.

Currently, use requires editing the policySetDefinition.json feel with the ID of the policies that are created in the previous step.

Create Function that Validates Setting in config.json

Create scripts that can be scheduled via some mechanism (Azure Functions) to validate all of the policies and settings specified in the config.json.

This set could pass on to another step for alerting, reporting, etc.
