Yes, please see the second bullet in the "steps to reproduce" above.

However, perhaps we have misunderstood those instructions, as they appear to align with the previous 2.6.x approach where applicationinsights-core is added as a dependency -- is that library by itself sufficient or does this approach still require that the agent is installed and running/configured?

yes, you need 3.4.18 agent in order to use applicationinsights-core. please don't use 2.x approach anymore.
