Theme does not show hover over effect

This is how the menu should look like when you hover over an tag with your mouse.
The class that takes care of this is "animated_link"

The yellow bottom border effect is missing on the top nav menu. It wont even show up. I dont think its anything to do with the resources in assets link, the class "animated_link" is working fine because the footer file I have a link with the same class "animated_link" and its good. See picture below.
