Pseudocode is a list actions in owrds thet achives desired result. Pc shoudl be descriptive enough to write real code.

Parse doc file with word.py

Use word.py to parse oper.doc on Windows machine with Word installed.

The intermediate result is listing row elements, the final result is emitting dictionaries like this.
