CCCD: Ensure radio buttons comply with new GDS style guides/update to latest style guides

To ensure that radio buttons are 'greyed out' on selection so that users know which selection they are currently looking at.

For case type retrial replicate the 4 trial boxes (1st day of trial, estimated trial length, actual trial length and trial concluded ) to enter this info for the original trial

Allow claims to be submitted without having an offence class attached to them. Certain fixed fee claims do not require an offence class to be added - without creating a conditional form, the best way to deal with this is to remove validation.

The date picker also needs to be able to be hidden once dates have been selected for that particular fee.
