Show "Past Maintenance" on home page

It would be useful to show "Past Maintenance" as well as "Past Incidents" on the home page.

A decision needs to be made on how this is displayed:

• Mixed - Title says "Past Incidents / Maintenance" and has both types per day in the same list
• Separated - Two sections (assuming "Past Incidents" comes first), showing last n days of Incidents, then last n days of maintenance

I'd favour the Mixed view for now, but a future enhancement could be to allow the Admin to decide on how they are displayed and whether to display maintenance tasks.

Allow Subscriber to Manage Subscriptions when new signups are disabled

Scenario:
After an initial period of allowing people to sign up for subscriptions, you decide not to allow any new subscriptions.

Current behaviour:
Notifications still go out to subscribers who are still configured in the system, which is desired behaviour. However, if that subscriber then clicks either of the links in the email (Unsubscribe or Manage Subscription) then they are simply taken to the home page.

Desired behavior:
Users should be allowed to manage their subscriptions and/or unsubscribe no matter what the status of new subscriptions is.
