Contact tracing with restarts allows for "rediscovery" and re-tracing of already seen nodes

Summary of issue

The contact-tracing function contact_traced_uniform_restarts_ids permits nodes to be "rediscovered" between restarts. Nodes already "found" should not be traced again. This can lead to an increase in the discovery probability for adjacent nodes of high connectivity nodes as adjacent nodes are now discovered with higher probability (due to multiple attempts) than intended.

Expected behavior

There should be a way to pass a list of excluded node IDs into contact_tracing_engine with default option of c(). We should be allowed to find these nodes, but not trace through them.
