I know this topic is very old, but since I am here anyways...
The best format you can give for an icon is .svg(vector graphics), and this format is most commonly used on Linux.
The good thing about it is you can resize it to any size without it loosing quality(because it's vector based), and no matter what size people need, you only need to keep one copy of it and people can just export it to their preferred size.
