Once CPAN::ParseDistribution is fixed, duff data for IPC-Run3 will need clearing out of the 'dists' table for it to get re-indexed.

CPAN v5.18.2 (cp5.18.2an) missing Class::Singleton 1.03

Ubuntu 14.04 and Linux Mint 17 ship with perl v5.18.2

Using cp5.18.2an.barnyard.co.uk as CPAN repository
(as only entry in /etc/perl/CPAN/Config.pm urllist),
when trying to install DateTime-TimeZone-1.78,
the following fatal error occurs:

CPAN.pm: Building D/DR/DROLSKY/DateTime-TimeZone-1.78.tar.gz

Warning: prerequisite Class::Singleton 1.03 not found.

The module Class::Singleton isn't available on CPAN.

Tests fail with

Can't locate Class/Singleton.pm ...

Please provide Class::Singleton 1.03 on cp5.18.2an.barnyard.co.uk

In a Travic-CI job, the following lines are repeated several times without success:

The websites are a mess

The long lists of perl versions and dates should probably also be cleaned up in some fancy Javascripty manner (although of course still working in w3m/links as Jupiter Optimus Maximus intended).
