Port to discord.py v2 upon release

It would ask the user what version they are on, the bug they are facing and the device they are on. It would then report back the bug in a nice embed, maybe upload to GitHub.

What it should do:
DM the person that they were warned and why.
Save it to a database that can be seen via a command from discord.
