You mean you expected those two TODOs to be in the same issue?

What you got (two distinct issues) is normal and expected, but I guess it could be modified when asking to user for issue creation: when you're asked if you want to create a new issue or not, I could add an option "I don't want to create a new issue, I want to comment an existing one".

What do you think?

No sorry, I haven't been clear: look at this gulpfile. I first wrote comments on line 11 and 12, I pushed, and got issue 3 and issue 4.

I was expecting that issue 3 body does not contains line for issue4. Maybe the body of issue have to stop when you find another TODO on a new line

I'd rather not edit the embedded source code, so that (at least for corresponding commit) line numbers keep getting meaningful. I think it's safer for user to edit generated issue's body in that case.
