API or local library

Hello,
Do you have an API or a local library to create multiple videos at once locally instead of having to wait each time to upload files and wait for the rendering to finish then download the video.
I know you have Github action, but I need something to use local files on my pc, not files on Github

Question: Background image when foreground image is smaller than video resolution

Is there any mechanism to specify a background image when the foreground image is smaller than the video resolution?

An example of what could be done is having a lighter/blurred version of the image that is at full width or full height of the video (which ever is smaller) as the background. Like you see with some image presentations on YouTube.

Question: What's the best way to change to another scene during narration?

I have a narration whose message could be emphasized by transitioning to another slide while the narration is being spoken. The challenge I'd like to solve is: how can I make a transition to the next slide without breaking the flow of the narration, i.e., introduce an unnecessary pause? Thanks!
