Use abstract base class where needed

For the code in gameoflife-python/rules.py
There is a class:

class Rules:
    def survives(self, live_neighbors) -> bool:
        pass

    def born(self, live_neighbors) -> bool:
        pass

This class I think should be an abstract base class

Therefore the code above will probably change to:

from abc import ABC, abstractmethod

class Rules(ABC):
    @abstractmethod
    def survives(self, live_neighbors) -> bool:
        pass

    @abstractmethod
    def born(self, live_neighbors) -> bool:
        pass
