When an AleHouse is created it should set the created_by attribute to the currently logged in user

Logged in user should be able to create/edit/delete neighborhoods

Web icon being used in 'info' link style doesn't exist anymore

We should either yank that style altogether (I don't think it's necessary) or at least add back the image to the project.
