Fix duplicate book loans

Current behaviors

Currently, a user can request a book as many times as possible.

Expected behavior.

A user should not be able to request a book until the current loan on that book is completed.

Reimplement notifications using websocket

Current Behavior

Currently, notifications are fetched by polling the server every 30 seconds.

Expected behavior.

Notifications should feature should use websockets
