🚧Create org level bug template

If someone finds a bug in any of the repos, it would be best for the organization to hold the bug template so that each repo can use them and to keep it consistent throughout the organization. This also means that any templates at the repo level should be deleted.

If someone wants to add a feature into any of the repos, it would be best for the organization to hold all of the templates so that each repo can use them and to keep it consistent throughout the organization. This also means that any templates at the repo level should be deleted.

Fix issue_template locations

Template locations were in the incorrect locations when they were added.

Issue is complete when:

• Add .github folder to organization
• Move ISSUE_TEMPLATE folder into newly created .github org folder
• Move feature template from profile folder into newly created .github folder
