Installation issues

Hello,
I've attempted to install this plugin to my server twice. Both times, the server reported that the mod was loaded and when the mods command was run it was listed as loaded. However, the plugin did not work as expected: it did not pause the server when I left. I could tell this because I ran runwave several times, and the server reported "game over" after I left, meaning the game obviously did not pause.

I installed the mod by simply moving the .zip of the plugin downloaded from github to the "config/mods" folder of my server. Is this correct approach?
