Reset Quartz version to 3.0.0

After discussing compatibility for Quartz.NET in quartznet/quartznet#1163 I decided to revert Quartz to version 3.0.0, as the API in use is stable during the whole of versions 3.x.x

Sonarcloud does not work on all PR builds

The reason is that

• for PRs that originate in foreign repositories, the build will run "in" the foreign repository and use "their" secrets (so if a correctly named secret exists it would probably work...)

• PR builds started from dependabot will run with read-only-permissions an thus have no access to secrets.

Dependabot couldn't find a <anything>.(cs|vb|fs)proj for this project

• Switch the license to MIT - #20
• Reorganize the build - #21
