why you wanna be an owner?

It's just quite strange that someone with an account that has zero activity and an age of three months asks to be added as an owner.

The nodeschool policy for this is quite liberal and is outlined in great detail here https://github.com/nodeschool/organizers/blob/master/README.md#how-to-start-a-new-nodeschool-chapter
We only have an "owner" team for the nodeschool organization and anyone who wants to run a nodeschool is added. A team is created for each "chapter" in this case that is "berlin" and anyone who attends, or wants to participate in that chapter should be added to that group, which gives them write permission to this repo. This is so that everyone in the chapter is enabled to work on running events, helping solve and resolve issues that get brought up, and so that the repo can act more or less like a mailing list.
I think what @DavidPlonsky is asking for is to be added to the berlin team, which is sort of an "owner" of the berlin repo. If you want to be added as an org owner you should file a ticket against the main org repo along with the name of the local chapter you are starting so that we can setup a team.

@DavidPlonsky would you like to get added to berlin team to help with organizing the next workshop or just would like to remind us to invite all workshop participants to the berlin team? i don't see your registered on https://ti.to/nodeschool-berlin/jsfest-2014
