write boilerplate testing framework

A standard test to be run on all chips in order to test them properly in the real world.

Functionality:

• Read signature and verify it against config
• Flash a Blink hex (libc preferred over Arduino lib) to the prog (flash) memory, then read it back
• Flash an EEPROM hex with a value/pattern which will be used as ms delay for Blink script, then read it back
• Read all fuses

Compilation:

Let's not store 135 different Blink hex files. A quick and dirty compile script which takes the chip name would be sufficient

physical hardware testing

Every chip configuration needs some real world testing. Using avrgirl-ispmkii or avrgirl-stk500v2 are the easiest ways to do this right now.

If you have any of the chips listed in the README, and you can set up a simple breadboard LED 'hello world` circuit, please try flashing a compiled Blink script. Open an issue if you were not successful. Reading/writing fuses, and writing / reading from EEPROM would also be fantastic.

Alternatively, if #2 is closed then you can use the resulting testing framework.

should null properties remain null?

I can't think of a better value to assign to them. I feel it's better to have the props still present so that it's obvious they're not available.
