I can reproduce this issue in both the v8.6.1 & v8.6.2, v8.6 is fine.
So a regression introduced in the v8.6.1.

Tested with
- SciTE v5.3.9 - the same behaviour of Notepad++ v8.6: Ctrl+Selected text dragging working
- SciTE v5.4.1 - the same behaviour of Notepad++ v8.6.1: Ctrl+Selected text dragging NOT working
I guess there's a bug or a change behaviour (not in the change log though) in Scintilla 5.4.1.
