Doesn't this overlap with the the scaffold shell command? We could provide an OCA template for that instead.

Cookie cutter is more about creating repositories with the .travis.yml README gitignore files
Scaffold is for modules and is very limited as is

So, if I got it right: Cookie Cutter would be for new repos, and Scaffold would be for new modules
