Multi-currency validation.

We need to add upgrade the validation code to support sending multiple CW-20 tokens at once. Right now we assume that a user is only trying to send on type of currency at a time.

Explore: API interface to send tokens

In an ideal vision, a user would be able to authenticate to the multisend tool, and use a IFTT style tool to trigger payments.

We might be able to accomplish this by building an API interface that others can use to interact with this tool.

CSV support

Add support to configure sending with CSV files rather than JSON files. Per Finance, this would make it easier to map, transform, and export files and send scripts out.

Add Github Actions

Add Github Actions to automatically build a new release on a push-tag message.
