Python project creator

This is only very simple script that generates python file and its test with minimal placeholder values.

What it does?

It creates main file:

• Script creates header with shebang, coding author's name and date of creation.
• Add placeholder docstring for module description.
• Creates main function and its calling.

It creates test file:

• Script creates header with shebang, coding author's name and date of creation.
• Add docstring for test description.
• Imports unittest module.
• Imports all functions from main module.
• Creates MainTest class with basic setUp and tearDown methods and first test.
