openconnect cannot be built with libressl

When libressl set as provider openconnect fails to build with message

checking for known-broken versions of OpenSSL... yes
configure: error: LibreSSL does not support Cisco DTLS.
Build with OpenSSL or GnuTLS instead.

I suggest to remove libressl from providers list for clarity so user can configure first instead of facing build fail.

• the runPE config should go to /usr/${LIBDIR}/binfmt.d. /etc/... it for user overrides only just like tmpfiles.d, etc
• could you also use github.exlib
• peksystray: its "require" not "requires"
• notion should set RESTRICT=test, instead of defining an empty src_test

Can you please merge cross into master and tagging the last non-cross commit?

• systemd service file for apcupsd should be submitted to upstream (check). Note that Type=simple only works if sockets and stuff are set up before. (ask in #systemd for details/advice if that isn't the case)
