That tool you posted will be handy for doing - "See License.txt"

yes, we don't need to have the headers in all the files i don't think even a see license.txt is necesary. the standard in open source projects is to have some files in the root folder like:

README
LICENSE
CHANGELOG

also have seen that github autodetects README and shows it at the end of the project main page. and if you use rdoc as extension you can use some simple wiki syntax to mark headers...

Great sounds good - We can just throw a license file in the root directory and maybe note what libraries have different licenses to OF. I'll let Zach decide about the README - I think the all caps might be a problem for him :)
