I admit the problem, just it is tricky, because we need to overwrite what GeoIP database returns or build some additional logic on top of GeoIP regions. One of partial solutions could be hosting dedicated MirrorCache instance for Turkey, the same we we host it for Japan and Oceania. But then I also must make sure that your server is available for EU users anyway.
Let's keep it open for a month more, maybe I will be able to find some ideas which covers this and some more related cases.

I introduced IP= url parameter , so it is easier to debug such problem and it shows EU mirrors are served for your IP:
