I understand that it is a weird workaround, but I don't see any other easy solution (besides the one that will come with significant download penalty).

Nevermind. This seems to be an issue on other mirrors as well, e.g. https://ftp.lysator.liu.se/pub/opensuse/repositories/devel%3A/kubic%3A/libcontainers%3A/stable/Debian_12/amd64/libcap2-bin_2.48-1_amd64.deb also provides the wrong file. So it seems that mirroring is not to blame. I apologize for the noise.

@jaakristioja so the problem is that package was rebuild on 12-Dec, but kept exactly the same filename that was built in October.
So, the redirector is confused and thinks these are the same files and redirects to an outdated mirror.
IIRC there is an option in OBS to avoid such problem and include build id into file name - please let me know if you want me to look up more info
