Historically download.opensuse.org tries to find a mirror on the same continent if a country doesn't have any. There are some workarounds for those who doesn't like such behavior, but they are mostly applicable to zypper cases.
From what I understood from brief review of osc code: you may configure parameter downloadurl (in the section [api.opensuse.org]?) and put your preferred mirror there. Hope it helps - otherwise you should look assistance from osc experts.

I consider this issue fixed'ish with the new CDN. the downloadcontentcdn endpoint is 5 hops away, somewhere within the ISP or very close..average latency is 10ms,,download speed is not as fast though. not sure why. probably things are not feched in parallel.
